Background

The Central Valley Flood Protection Board (Board) is hosting Public Hearings to present information about the public draft of the 2022 Update to the Central Valley Flood Protection Plan (CVFPP). The hearings will provide an opportunity for the public to provide verbal or written comments, which will inform any changes to the public draft prior to adoption by the Board.

The Central Valley Flood Protection Plan

The CVFPP is California's strategic approach to investing in flood management in the Central Valley. It is an important part of several strategies to address flood risk throughout the state.

The 2022 CVFPP Update was developed with significant engagement by local flood agencies and other interested parties. It has three central themes: building flood system resilience during a changing climate; alignment with other State planning efforts; and accountability through performance tracking. 

A 2008 California law required DWR to produce the CVFPP and submit it to the Board by January 2012, and requires DWR to produce and the Board to adopt an updated CVFPP each subsequent five-year period. Updates to the CVFPP build on information in each previous version and incorporate new information about flood management needs, advancements in the best available science, and new policy considerations. Each iteration of the CVFPP also describes the State Systemwide Investment Approach (SSIA) that guides how the State will invest in programs and projects to reduce exposure to flood risk.

DWR is preparing an addendum to the 2012 Program Environmental Impact Report (PEIR) to address the proposed program modifications and refinements, as well as changes in circumstances and new information.
